TERRELL, Texas — The Health and Human Services Commission’s (HHSC) latest attempts to privatize the Terrell State Hospital have been nixed following the release of a troublesome audit by the Texas State Auditor’s Office of HHSC and the Department of State Health Services’ (DSHS) procurement process.
