Kaufman County Precinct 2 Constable Joe Don Law was indicted on August 20, 2013, by a Kaufman County Grand Jury for the state jail felony offense of tampering with governmental record with the intent to defraud or harm another, a violation of Section 37.10(a), Texas Penal Code.
Constable Law was appointed constable of Precinct 2 in June of 2004. He was later elected constable of Precinct 2 in 2005, according to Kaufman County's website.
In addition to starting the “STAR” program (Start Today Accepting your Responsibility), a juvenile community service program, the Kaufman County website also touts many other accomplishments and awards earned by Constable Law during his tenure as constable.
According to the indictment, Constable Law, "on or about September 16, 2011, and before the presentment of this indictment, in the County and State aforesaid, did then and there, with intent to defraud or harm another, namely, the State of Texas, knowingly make a false entry in and/or alteration of the governmental record, to-wit: Texas Law Enforcement Telecommunications System online certification, said false entry and/or alteration being the misrepresentation that Defendant [Law] was the person who completed the said Texas Law Enforcement Telecommunications System online certification."
A warrant has been issued for Constable Law with a bond amount of $1,500.
According to 911dispatch.com, The Basic Telecommunications Certification Course is designed to provide the beginning telecommunicator with an understanding of situations encountered in an emergency communications environment. This course is required by the Commission for certification as a basic emergency telecommunicator.
