The phase will include a proposed 137 lots on the east side of Windmill Farms Boulevard across from Brown Middle School. 12 of the proposed lots will be dedicated to the HOA for common areas. The total plat covers an area of 32.676 acres.
The Forney City Council was presented the residential subdivision preliminary plat because of a 2003 agreement between the City of Forney, Leman Development LTD, Kaufman Land Partners LTD, and the Kaufman County Fresh Water Supply District No. 1A which requires the City of Forney Planning and Zoning Commission and City Council to approve all plats.
Windmill Farms must be developed according to the standards set forth in the City of Forney Subdivision Ordinance and the City of Forney inspects the construction of roads, drainage, and water and sewer lines which are constructed in the segment of Windmill Farms within the City of Forney extra-territorial jurisdiction, according to the City Council's agenda bill.
The City of Forney Planning and Zoning Commission previously approved the request at their April 3, 2014, meeting.
