On May 7, at approximately 8:56 a.m., the Kaufman County Sheriff's Office received a call of loose livestock on FM 2860. A Kaufman County Deputy responded to that call and was assisted by Kemp Police Chief Jimmy Council who arrived on scene at 9:05 a.m.
According to the Kaufman County Sheriff's Office, a short time after responding to the call, a person at Kemp City Hall received a text message from Council that he had fallen in an abandoned water well. Deputies were able to locate Council and used a long dog leash to reach Council until fire-rescue personnel arrived.
“It appears as though Chief Council fell 15-20 feet before bracing himself. Rescue personnel from the Kemp Volunteer Fire Department and the Kaufman Fire Department extricated Chief Council from the well at approximately 10:02 a.m.” stated Kaufman County Public Information Officer Justin Lewis in a press release.
Chief Council was transported to an area hospital with minor injuries for evaluation.
