FORNEY, Texas – A proposed future development at Farm-to-Market (FM) 741 and Interstate 20 received approval of a new concept plan from the Forney City Council which removed plans for high density residential.

The Forney City Council first approved an agreement and the original concept plan in 2012 with 269 Kaufman Partners, LTD. The agreement obligated the developer to adhere to the City of Forney's development standards, permitting process, and to provide sales tax in exchange for the city's creation of a special utility district for the development and an agreement to not annex the property for 20 years. The agreement has most recently been assigned to Dassan Brothers, LTD.
The revised concept plan now contains 323 single family residential lots and 74 duplex lots which will serve as a buffer to the planned commercial within the 122-acre development area. The new plan calls for approximately 70 percent residential and 30 percent commercial compared to the original plans of 50 percent commercial, 25 percent high density residential, and 25 percent residential.
“This is kind of a first step in several steps we're probably going to be taking with this developer,” Forney City Manager Brian Brooks told the Forney City Council at their June 3, 2014 council meeting.
“The immediate advantage [to the revised concept plan] is we're not having high density residential outside the city limits,” said Brooks who said a small grocery store, light retail, and some restaurants are planned for the commercial development. “This is a much more achievable and much more practical approach than I think what was originally proposed at the property.”
The development will use Talty water and will still need to obtain a wastewater/sewer agreement, according to Brooks. The residential homes will be within the Forney Independent School District boundaries.
The development area is west of FM 741 and north of Interstate 20. It is outside the city limits of Forney but within its extraterritorial jurisdiction.
Off-site construction could begin within 90 days and residential construction before the end of the year, according to a representative of the development company. Retail development will follow.
